1. Why is it important that the assessment documents your teacher shares with you, doesn't allow you “editing” rights?
I should not be allowed editing rights with a shared document, as I could make changes accidentally or purposely. Then my colleagues will attempt to produce evidence and they will be doing the incorrect work, which would be a waste of time and effort.
2. Why shouldn’t the shared assessment documents be shared with the whole population of the UK?
The document will have no relevance with the whole population of the UK and it may just confuse people receiving it, as well as wasting their time reading about it. The people may also be concerned how they received the message from someone they don't know etc.
